A photo list or adoption exchange is a good way to find a child in one of the 50 U.S. states' foster care systems who is available for adoption.

State Adoption Exchanges and Photo Listings

State Adoption Exchanges and Photo Listings provide adoption information and they can help connect you with waiting children.
