As with other important adoption related legislation, this law addresses many important adoption and other adoption-related issues. However, knowledge
of the specifics of the Act has little practical every day use for adopting persons. The Multiethnic Placement
Act (MEPA) of 1994 (P.L. 103-382, Title V, Part E) has decreased the time children in foster care were waiting to be adopted, prevented discrimination when making foster care and adoptive placements,
and facilitated the recruitment of foster and adoptive families.
